My fellow residents! Gangseo-gu is a beautiful city in which history and culture are harmonized. Also, Gangseo-gu is a historic and cultural district that has Yangcheonhyanggyo Local Confucian School the only educational institution of the Joseon dynasty remaining in Seoul with a history of more than 600 years, the footsteps of Guam Heo Jun, one of the greatest doctors and scholars of the Joseon Dynasty, and the art of Gyeomjae Jeong Seon, a painter in the late Joseon Dynasty. If you look at the Soakhuweol painted by Gyeomjae Jeongseon, you will clearly see how beautiful our district is. Soakhuweol means waiting for the moon at Soangnu Pavilion. The painting depicts the calm Han River and the round moon rising above Namsan Mountain in the distance after Gyeomjae Jeong Seon climbed Gungsan Mountain in Gayang-dong and looked at the Han River. Today, I am overwhelmed to be the mayor of this beautiful Gangseo-gu and feel a heavy responsibility as a public official. Once again, I would like to express my sincere gratitude to the residents for giving me the opportunity to work as the mayor of Gangseo-gu. I greet all the residents with respect and gratitude. Honorable residents of Gangseo-gu! First of all, I would like to tell you about my political philosophy. I am not going to do politics. I will do administration. We all have already been struggling with the Yeouido National Assembly where the parties are continuously in conflict. The Gangseo-gu office is a place of administration. I will fulfill my obligation to administer to the needs of the residents only. President Lincoln defined a truly democratic government as “a government of the people, by the people, and for the people.” I will define a true local government as the ward office of the citizens, by the citizens, and for the citizens. I will realize here in Gangeso-gu the true democratic local government that Lincoln defined. I will also implement life administration that can resolve small complaints from residents.
True public administration starts with taking care of our neighbors. This is the spirit of local autonomy. I met so many residents during the last election campaign.
It was a great opportunity to hear the diverse voices of residents from all walks of life. Among them, what moved my heart the most was the expectation of change. They kept saying the same thing: Gangseo-gu must change too! I will radically change Gangseo-gu. Gangseo-gu has now entered an era of new change. I will lay the foundation for the 100 Years of the Gangseo Renaissance.
I will create hope together with you. To this end, I will also tell you about the key five commitments of my political administration. The entire Gangseo-gu that transforms into a successful place like Magok District!, Gangseo-gu, a great place to raise children!, Gangseo-gu that accompanies the socially disadvantaged!, Gangseo-gu full of culture and art!, Gangseo-gu, a safe place without hate crimes or dangerous facilities!
This is the blueprint for the Gangseo-gu I dream of.
In the last election, I promised concrete visions and alternatives. From now on, I will put them into practice. First, the entire Gangseo-gu will be transformeds into a successful place like Magok District! I will support full-scale reconstruction and redevelopment for new town development. Second, Gangseo-gu, a great place to raise children! I will help the residents create safe and happy families where children freely laugh and play. Third, Gangseo-gu that accompanies the socially disadvantaged! I will build a comprehensive social welfare center, expand living sports facilities, and upgrade rental apartments for the disabled. I will also dramatically expand support for the socially disadvantaged, such as North Korean defectors and multicultural families. Fourth, Gangseo-gu full of culture and art! I will build a complex cultural center on the site of the Gangseo-gu Office and create a cultural belt in the southwestern part of Seoul. Fifth, Gangseo-gu, a safe place without hate crimes or dangerous facilities! I will rationally resolve the issues of the Magok Combined Heat and Power Plant and Banghwa-dong Construction Waste Treatment Plant in consultation with the Seoul Metropolitan Government. Honorable residents of Gangseo-gu! Basically, I think that both politics and administration are for the socially disadvantaged.
Gangseo-gu that accompanies the socially disadvantaged! This is the most important reason for my administration. Just as the owner of the country is the people, the owner of Gangseo-gu is the residents.
I will return Gangseo-gu to our residents. I will put residents at the center of all administration.
The issue of relocation of Gimpo Airport, which became a hot political issue at the end of the last election, will also be approached from the perspective of the national interest and the future of Gangseo-gu. Why does a politician in Gyeyang-gu, Incheon come forward and argue about the relocation of Gimpo Airport, which is located in Gangseo-gu? As the mayor of Gangseo-gu, I will not tolerate any act that infringes on the rights and interests of Gangseo-gu. In Tokyo, Japan, the role of airports in each region is being shared. Haneda Airport (HND) handles most of the city's domestic flights, and Narita Outer Airport is a major hub for many international flights. Beijing, China, and the capitals of all European countries are also adopting multiple airports because of the need for alternative airports in case of emergency. Making use of the advantage of being an urban airport, I will make Gimpo Airport a job creation base for new industries such as drone taxis.
I will protect the property rights of residents by greatly easing airport height restrictions. I will promise you again.
The owners of Gangseo-gu are the residents of Gangseo-gu. I, Taewoo Kim, will trust only the people of Gangseo-gu. I will be the mayor who creates hope!

I will be the mayor who goes together with the residents! I ask for your continued support and encouragement in bringing change to Gangseo-gu. Lastly, I sincerely hope that health and good luck will always be with the families of all of the people who have made this event possible.
